“Designation on the basis of other accreditations” (see designation rules, chapter 7) is possible only in case that the “other accreditation body” fulfils preconditions as given in the designation rules and the accrediting office is officially registered in the European Economic Area.
Audity of external production units

In certain cases, the approval holder/applicant (A) has out-sourced the manufacturing of products to be approved or of some of their parts to legally independent companies (B) (external manufacturing “A at B”).
In this case, the certification body must evaluate how the approval holder/applicant fulfils his duties resulting from the approval. Basically, if is sufficient to evaluate the connection with the external manufacturer. It is normally impossible to demand access to the external production unit except this is agreed with the approval holder/applicant.
The procedure is different for Teilegutachten. In this case, the verification or certification must cover the external manufacturer or the external manufacturer is verified or certified (with road traffic legislation) himself. The external manufacturer can only be included in the verification/certification if this was explicitly applied for by the (future) holder of the Teilegutachten. In any case, the certification body is obliged to evaluate how the (future) holder of the Teilegutachten fulfils his relevant duties concerning the external manufacturer.
