Types of procedures
Formally, the Designation body is not bound to EN ISO/IEC 17011 for these procedures. In fact, it follows this standard in general.

In the designation procedure, it will be certified on basis of the framework directive 2007/46/EC and the ECE agreement of 1958
- For test laboratories:
That they are competent to carry out or supervise tests and to issue test reports to be used in the KBA type approval procedure/for CoP product testing.
The assessment will be performed on basis of EN ISO/IEC 17025 and/or EN ISO/IEC 17020. - For certification bodies:
That they are competent to evaluate to which extent a quality management system fulfills approval relevant requirements and to issue corresponding attestations for the KBA type approval procedure/for CoP system evaluation.
The assessment will be performed on basis of EN ISO/IEC 17021.
Basis of this procedure are regulations given in the framework directive 2007/46/EC. The organisation will be assessed completely by the KBA.
Certification bodies which are not accredited can certifiy for the type approval procedure only quality management systems of manufacturers producing products in accordance with 2007/46/EC (and its sub-directives). For assessments in connection with framework directives 2003/37/EC and 2002/24/EC and their sub-directives, an additional accreditation is required.

On the basis of the framework directive 2007/46/EC, the evaluation can also be provided on the basis of a certificate of accreditation.
It is required that the existing accreditation
- Has been granted on the basis of Regulation (EC) 765/2008 by an accreditation body based in the European Economic Area.
- Includes the applied standard.
In this case, the KBA assessment covers only the fulfilment of the Designation rules and the specific approval relevant requirements to the quality management system.
Test procedures not covered by the accreditation can ce assessed in the KBA designation procedure.
This kind of evaluation is bound to the validity of the basis accreditation.

On request, a combined designation procedure for EN ISO/IEC 17020 and EN ISO/IEC 17025 standards can be provided.
The quality management system will principally be assessed against requirements of EN ISO/IEC 17025. The assessment includes specific requirements of EN ISO/IEC 17020.
In case of findings, complaints etc. primarily leading to suspension, limitation or withdrawal of one of the designations, impact on the respectively other designation (e.g. loss of confidence) will be evaluated.
Extension of designation
It is possible to extend the designation.
The procedure is similar to the main designation procedure. The designation body decides about possible deviations or simplifications.
Designation, notification, acceptance in KBA type approval procedures
In accordance with the framework directive 2007/46/EC, chapter XVI, and equivalent UNECE-regulations evaluated bodies will be designated as Technical service of category A, B, C or D and according to EG-FGV be accepted for type approval procedures (concerning limitations see Complete procedure). In result, they will be notified to the European Commission.In addition, there will be notification to the secretariat of UNECE, and publication to the KBA website.
Confirmation of expertise ("Small series")
Expertise of manufacturers of vehicles produced in small series will be confirmed in accordance with a special procedure for test procedures regarding directive 2007/46/EC, appendix to annex IV part I (footnotes B and C) (see Application form "Small series", Annex 4) (
Application form "Small series" (rtf 710-KB)). In this procedure, it will be evaluated to which extent quality assuring measures following principles of EN ISO/IEC 17025 are established and effective, requirements of relevant directives are met, and the testing organisation is competent for test procedures to be evaluated. Issuing this confirmation, the Kraftfahrt-Bundesamt agrees that the tests provided for in the respective regulatory act can be carried out by the manufacturer imself.
