Predecessor authorities

1910

A collection point for information about drivers of motor vehicles was set up at police headquarters in Berlin. It mainly recorded the revocations and refusals of driving licenses.

1934

In addition, the collection point for information about motor vehicles was set up in Berlin. It recorded all registered motor vehicles.

1937

Furthermore, the Imperial Office for Type Testing of Motor Vehicles and Motor Vehicle Parts was established in Berlin. It implemented uniform assessments for vehicles and vehicle parts manufactured in series and thus uniform safety standards.

The three authorities operated independently of each other.

The Act on the Establishment of a Federal Motor Transport Authority of 4th of August 1951, established a single authority responsible for all three tasks.

The Kraftfahrt-Bundesamt thus took over tasks that had already been performed in part by the former imperial agencies, so the functions themselves are much older, such as:

  • the central recording of administrative decisions on road users - the core of today's central traffic register - which dates back to 1910 and was carried out by the collection point for news about drivers of motor vehicles in Berlin and, from 1945, in Bielefeld
  • the central registration of changes in the stock of motor vehicles and trailers reported by the registration authorities - the core of today's Central Vehicle Register - which goes back to 1934 and was carried out by the Collection Point for Information on Motor Vehicles in Berlin, from 1945 in Peine and from 1946 in Bielefeld
  • the issuing of type approvals for motor vehicles and parts - the core of today's motor vehicle technology - which goes back to 1937 and was carried out by the Imperial Office for Type Testing of Motor Vehicles and Motor Vehicle Parts in Berlin, a higher authority that was subordinate to the Imperial Minister of Transport.
