Prevention of Corruption

Corruption causes considerable damage to the economy and obstructs fair competition. In public administration it undermines that trust in its integrity and efficiency which is absolutely essential.

A democratic state ruled by law cannot accept corruption. Particularly in public administration everything must be done to stop corrupt behaviour or to prevent it occurring at all.
For this purpose the Federal Government has voted in
a Guideline for the Prevention of Corruption in Federal Administration (Richtlinie zur Korruptionsprävention in der Bundesverwaltung (only in german)) including a code of conduct. Further anti-corruption standards and recommendations provide staff at all levels with an optimised guide to blameless and transparent administrative action.

The aim is not only to pursue known cases of corruption systematically but also to ward off corruption in the long term with the help of preventive measures. As the basis of good prevention work, great store is set by the effective transfer of knowledge. Regular training courses on the prevention of corruption are held for the KBA's staff based on an advanced training concept which was developed for the whole of the Federal Transport and Building Administration – and thus also for the Kraftfahrt-Bundesamt (KBA).

Regardless of its assignment or size, every agency appoints a contact person for the prevention of corruption. He or she may be addressed, not only by the staff but also by the populace at large if they have questions concerning the prevention of corruption or if they wish to report a suspected concrete case of corruption. The contact person is independent of directives in this function and treats enquiries or hints in strict confidence if requested.
