Under the impact of the diesel emission subject, the Kraftfahrt-Bundesamt (KBA) has massively expanded its own testing activities. The new Framework Regulation (EU) 2018/858, which has been in force since 1 September 2020, has resulted in an even broader range of tasks in Market Surveillance. The development of expertise, for example in software analysis, on the one hand, and the necessary testing infrastructure to comprehensively carry out its own testing activities, on the other, form the basis for KBA's extensive testing activities in the automotive sector. KBA's testing infrastructure includes the mobile exhaust gas measuring systems, the laboratory and, since 2 January 2020, its own test site with an approximately 3.0 km long test track, which previously served as a military runway.
On the test track, KBA conducts, among other things, roll-out tests to check the vehicle-specific driving resistances. During the roll-out, the vehicle is accelerated on the test track to a speed that is 10 km/h above the test speed (vMAX = 120 km/h) for the NEDC cycle and 10 to 15 km/h above the respective applicable highest reference speed (e.g. vj = 130 km/h) for the WLTC cycle. The vehicle then rolls out to a standstill in neutral gear position. The driving resistances for NEDC according to UN Regulation No. 83 Annex 3, Appendix 7 and for WLTC according to Regulation (EU) 2017/1151 Annex XXI, Sub-annex 4 are calculated using a corresponding calculation rule from the legal requirement with the aid of the coasting interval times. The results obtained form the basis for the further tests on the test bench in the laboratory.
In addition, the legally prescribed driving cycles (New European Driving Cycle (NEDC) and Worldwide Harmonised Light-Duty Vehicles Test Cycle (WLTC)) are run on the test track using portable emission measurement systems (PEMS). In this way, the emission behaviour of the vehicles can be analysed in comparison to the measurement on the chassis dynamometer.
In a second phase, the test centre will be successively expanded and upgraded for more extensive tests. The test centre will be equipped with the necessary facilities to carry out tests on driving safety systems within the scope of Market Surveillance based on the Framework Regulation (EU) 2018/858 and, in particular, measurements on highly automated and autonomously driving vehicles based on international and national legal acts.
