The European Community has decided by Council Regulation (EC) 2135/98 to introduce digital recording equipment for certain types of vehicles. The intention of this decision was to increase road safety, and at the same time to increase protection against manipulation of records.
Regulation (EU) 165/2014 introduces a smart tachograph with more functions and better security mechanisms.
On behalf of the German Member State Authority (D-MSA), integrated in the Federal Ministry of Transport and Digital Infrastructure (BMVI), the department Type Approval of the Kraftfahrt-Bundesamt - KBA provides the required annual security assessments for German organisations. The procedure for the assessment has been adopted by the BMVI.
The main goal of the assessment is to check the compliance with requirements of the Regulation (EU) 165/2014 as well as with the European and German security policy.
The following organizations are included in the assessment:
The German Certification Authority (D-CA), which is responsible for certification of digital equipment keys for hardware manufacturers
The tachograph cards personaliser (D-CP)
Manufacturers of Vehicle units and Motion sensors.
