The Allgemeine Betriebserlaubnis ((ABE) - National Type Approval) should ensure that the vehicle still comply with all regulations when the vehicle part is used. The principles for the issuing of Type Approval also apply to the issuing of ABE.
When vehicle parts with ABE are tested, it is often the case that a large number of national and international regulations must be observed. In order to make the requirements transparent for manufacturers of vehicle parts in advance and to enable Technical Services to follow standard testing procedures, the Kraftfahrt-Bundesamt ((KBA) summarises its decisions on approvability and the scope of testing below.
This list contains vehicle parts for which the KBA has not yet issued an ABE according to paragraph 22 Straßenverkehrs-Zulassungs-Ordnung (StVZO). There can be two reasons for this. Either the test criteria and test basis have not been agreed with the KBA. Or the use of such vehicle parts would contradict applicable regulations.
The list is subject to change. New parts can be added, or parts can be transferred to the “Green List”. Parts are transferred as an “approval object” to the “Green List” when the test criteria and test basis have been agreed for them.

This list contains vehicle parts (approval objects) for which the KBA issues ABE according to paragraph 22 of the Straßenverkehrs-Zulassungs-Ordnung (StVZO)*. It does not include approval objects for which Allgemeine Bauartgenehmigungen ((ABG) - National Type Approval for specific technical parts) are issued. For these, the technical requirements have been defined. Type Approvals for vehicle parts according to EU or UN ECE regulations are also not included, because the technical requirements for these are also described finally in these regulations.
The list shows the required scope of testing for an approval object. The general case is considered here, special cases are subject to specific considerations. Compliance with the aforementioned requirements does not pre-empt the decision to issue the ABE, this decision will always be made on a case-by-case basis.
An approval object is described with test criteria and test basis. If these exist, international regulations are first assigned to the test criteria as the test basis. If these do not cover a regulation of national law, the relevant section of the national regulation is stated. If a national directive or an information sheet is attached to these by the legislature, this will be listed. If none of these legal sources are available, standards that represent generally accepted engineering standards are stated as the test basis.
The currently applicable regulation is always stated as the test basis (e. g. UN Regulation No. 26 (R26) instead of Directive 74/483/EEC). If the regulation is applicable, the technical regulation of the EU or UN ECE is always stated in the original version (e. g. UN Regulation No. 26 (R26) without 04 series of amendments). The Technical Service generally tests according to the amended test basis applicable for the vehicle type listed in the range of application at the time of placement onto the market. In addition to the test basis cited, only the technical test that relates to the vehicle class of the vehicle type listed in the range of application is ever to be used. Type boundaries are at the discretion of the KBA.
The list is subject to change. New approval objects can be added, the test basis can be changed as a result of regulatory developments and approval objects can be removed if these are approvable finally and comprehensively by international laws (binding entry into force of such an EU or UN ECE regulation) or they are no longer approvable due to regulatory changes.
