Central Register of Driving Licences (ZFER)

The ZFER covers all driving licences issued since 1 January 1999 with the uniform European driving licence categories A to E.

With the introduction of these classes, mutual unrestricted recognition of the EU driving licence applies in the member states of the European Union (EU). This means that, in principle, there is no obligation to exchange licences even if the driver moves to another Member State.

The Central Register of Driving Licences records

  • Driving licences issued in Germany according to the new EU-uniform categories (only in German) A to E and the national German categories M, L, S and T (until 19.01.2013) or L and T (from 19.01.2013).
  • for novice drivers additionally the probationary period
  • Driving licences for the carriage of passengers
  • Service driver's licences for the police, federal police and federal armed forces
  • Driving instructor licences and official driving instructor licences of driving instructors
  • Authorisations of motor vehicle experts, examiners and test engineers
