Types of procedures

Designation results from a procedure developed by the Kraftfahrt-Bundesamt (KBA) on the basis of the relevant regulatory acts and standards. The Verwaltungsverfahrensgesetz (VwVfG) and the Bundesgebührengesetz (BGebG) are taken to be valid.

A certificate of accreditation drawn up within the scope of the Regulation (EC) 765/2008 can be used to prove the fulfilment of the general requirements on the quality management system and the carrying out of a technical control.

Designation (complete procedure)

The procedure is based on the determinations of the framework directives or regulations (EU) and the document ECE/TRANS/WP.29/1059. Assessment is completely carried out by the KBA.

Designation on the basis of a certificate of accreditation

Designation can also be made on the basis of an already available certificate of accreditation.

Such a certificate of accreditation must

  • Have been issued within the scope of the EC regulation 765/2008 by an accreditation authority located in the European Economic Area and
  • Also cover at least the standard applied for.

In this case, the assessment by the KBA is limited to the consideration in the quality management system of the designation rules and the approval relevant requirements.

Testing procedures that are not covered by the accreditation can be additionally assessed in the KBA designation procedure.

This type of procedure is coupled to the validity of the corresponding certificate of accreditation on which it is based.

Combined procedure

On request, a combined procedure can be carried out for designation according to EN ISO/IEC 17020 and EN ISO/IEC 17025.

The quality management system is principally assessed according to EN ISO/IEC 17025. Special features of EN ISO/IEC 17020 are additionally included in the assessment.

In case of findings, complaints etc. that primarily lead to suspension, limitation or withdrawal of designation, the effects (loss of confidence level) on the respectively other designation will be evaluated.

Extension of designation

It is possible to extend the existing designation.

This procedure is carried out in a similar way to a designation procedure. The designation body decides on possible deviations or simplifications.

Confirmation of expertise (“Small series”)

The expertise of manufacturers of vehicles produced in small series for test procedures according to directive 2007/46/EC, appendix to annex IV part I (footnotes B and C) is confirmed using a special procedure. In this procedure, it will be evaluated to which extent quality assuring measures following principles of EN ISO/IEC 17025, chapter 5, are installed and effective, regulations of the respective directives are adhered to and the testing body is competent for the test procedures that are to be assessed. Issuing this confirmation, the KBA agrees that the tests provided for in the respective regulatory act can be carried out by the manufacturer himself.

Specific procedures

In some specific scopes, like for example in case of cybersecurity and software-updates, technical services must meet special requirements. Details are given in the Technology Portal in section Designation – Sanctioned interpretations for test laboratories/inspection bodies.
